The Graduated Licensing Program was initiated in 1996 by the Kentucky General Assembly. The goal of the Graduated Licensing Program is to improve traffic safety, and reduce accident injuries and fatalities of Kentucky’s young drivers. The intent of the program is to control the teenage driver’s exposure to driving and to progressively move them into more difficult driving experiences prior to full licensure. Eastern Kentucky University’s role in the program is to provide a traffic safety course composed of uniform educational components. These components are designed to create a corrective and lasting influence on the driving performance of young Kentucky drivers.
The educational phase of the program is administered and delivered by Eastern Kentucky University with approval of and under contract to the Kentucky Transportation Cabinet, Division of Driver Licensing.
